No.
“Is a stationary storage tank containing a hazmat such as propane subject to HMR?”
Yes, if the tank is transported in commerce, or it’s packaged as a DOT hazmat.
Are state universities subject to HMR when transporting hazmat?
No, unless the university is privately operated or is a state university transporting hazmat to a commercial carrier.
Are commercial businesses such as landscaping services and construction companies carrying cans of gasoline exempt from HMR?
Yes, so long as gasoline or other hazardous fuels are being transported
to a work site and are a “material of trade” used in a project or service.
