Where is OSHA targeting its inspections?

OSHA is two-thirds of the way through the federal 2009 fiscal year. How are inspections stacking up this year?

Should OSHA:
- increase its budget for enforcement
- increase its budget for assistance to companies
- increase its budget for enforcement and assistance
- not increase its budget at all
